Francis Beckett talks to himWhat kind of teacher has the courage to blow the whistle against their own headteacher? When the head of Copland community school in Brent, north-west London, was suspended while his handling of the school's finances could be investigated, it was largely because of the actions of one member of his own staff. Hank Roberts, geography teacher and union activist, now knows all the ups and downs of suspecting things are wrong in school and acting on those suspicions. After 20 years in the school, he was the one to stand up and be counted when strong rumours emerged about school finances.Sir Alan Davies, the headteacher, has now admitted taking tens of thousands of pounds in bonuses. It is alleged that up to 1m was paid to the school's senior management team over seven years. And now the school's governing body has been sacked by the schools secretary, Ed Balls.Only private schools and academies are allowed to pay bonuses. But Copland's chair of governors, Dr Indravadan Patel, claimed that Davies's success in attracting sponsorship, raising 2m for a new building and putting in extra hours to help a primary school in special measures made him "worth every penny". The legality of the case is now being investigated by council auditors. I've come to a cafe to meet up with Roberts. We are looking across the road at the school where he was first appointed by Davies as a geography teacher 20 years ago. For 19 years, Roberts and Davies rubbed along pretty well. At the start, the head gave Roberts the school's most challenging class, and his exuberance won them over. Davies saw he had a talented teacher and promoted him to head of geography.    So when, four years ago, Roberts heard rumours that Davies was getting bonuses on top of his salary, he says: "I thought it was probably not very much money and anyway, no one had any evidence."  Change in behaviourAt the start of last year, Roberts, by now the full-time branch secretary of the National Union of Teachers (NUT) in Brent but still on the Copland school staff, says he started noticing a change in his boss. "He had always been consensual and democratic and not keen to seek confrontation with staff and trade unions, and quite quickly he became the opposite. I wondered why."I wondered if it was related to the fact that the staff had opposed his plan to turn Copland into a trust school, which would mean ... more autonomy for the head."  In a secret ballot, the staff voted 99 to five to oppose the plan. Early this year Roberts decided to  start investigating the rumours he had heard. He went to past caretakers and bursars, and past and present governors, and promised them he would never reveal his sources without their permission. He found that in 2004-05 the head received a 65,000 bonus and his deputies 45,000 each, and last year Davies had an 80,000 bonus on top of his 100,000 salary.  Several relatives of the head and of those staff responsible for finance were employed by the school, and 1.5m was owed to developers.Now Roberts was in a hurry to get the authorities to investigate, for delay might allow Davies to get trust school status, which could provide greater secrecy. So Roberts sent a dossier to the schools secretary, the Audit Commission and Brent council. He says: "Under the whistleblower legislation, if you reveal something, you cannot be disciplined for it, even if you are wrong, so long as it's something serious and you do it in good faith. I made sure it was done in my capacity as the elected NUT branch secretary in Brent and copied it to the three teaching union general secretaries."The legislation encourages whistleblowers to go to the authorities, not to the press and the public. But his years of union activity, Roberts says, have taught him that "left to themselves, the authorities will cover these things up". So he went to the Association of Teachers and Lecturers (ATL) conference at Easter and announced Davies's bonuses from the platform, which gave rise to stories in the national press.   "I knew Alan Davies would find it hard to face me at the first staff meeting of the following term," he says. "But I had made it very hard for him to suspend me."    Instead, Davies did the last thing Roberts expected. The Friday before the school term began, Davies suspended him for something else. A letter had been sent opposing trust school status from the three union representatives at the school. Roberts's wife, Jean, dispatched the letter without knowing that it had not yet been seen by one of the three, the ATL representative. This, says Roberts, was a genuine error, and made little difference because the ATL representative agreed with the letter, which was in line with her union's policy. But Davies suspended Roberts, and two other union reps.Roberts's main worry was that the authorities might not act fast enough.  So he sent off a second dossier containing more allegations, which are now being investigated, together with a letter explaining his fears:"You may already know that I have ... been suspended on a trumped-up charge. I know that long-term this simple act of retribution and victimisation will be exposed. However, in the meantime, the very governors who authorised, and the headteacher who accepted, these unlawful bonuses may dismiss me. Protection of whistleblowers should be such that they are protected against trumped-up charges and disciplinary action taken on that basis."SuspensionsVery soon, Davies was suspended, along with his deputy, Richard Evans, and the school bursar, Columbus Udokoro.  Philip O'Hear, principal of Capital City academy, has now become acting head, spending four days a week at Copland. The day after Davies was suspended, Roberts was given permission by O'Hear to go into the school for a union meeting.  Roberts can still feel the glow of the reception he got that day. He is emotional as he tells me: "It was astounding, teachers and pupils standing and cheering. That was a good moment." The next day, at a meeting with O'Hear, all charges against Roberts were dropped.Roberts has long been a union activist and has never been afraid to stand up to authority. A fierce opponent of academies, last year he was among protesters who camped out on the site of a proposed academy in Brent to stop the construction work. But he accepts that not everyone is a born activist or whistleblower. To any teacher faced with a decision about challenging the powers that be, his advice is: "If they have evidence, they should blow the whistle, that's the right and proper thing to do. Under the legislation, if they do it in good faith, they are protected.  There is also extra protection for union representatives, and they should keep their union informed."Right now, Roberts is pleased with himself. He hopes the investigation will lead to real questions being asked about what he calls the "bonus culture" in schools. Also, he believes good will come of it at Copland. "One year's bonus for Sir Alan is equivalent to the textbook budget, and the school is very dilapidated." He hopes he has made school privatisation harder to justify, for in a trust school or an academy it would have been almost impossible to stop the Copland bonuses. Perhaps, says Roberts, we will start to focus on classroom teachers. "No one ever said: I did well in life because the head managed the school well. They talk of inspirational teachers.           <description><![CDATA[Most educators have been told, during the completion of their degrees, that learning starts with objectives or outcomes. Then, often relying on a Bloom's Taxonomy verb list, those outcomes are translated into activities and ultimately assessment. It's an ok model, I guess. I just don't like it. I have yet to find research that states that learning outcomes contribute to more effective learning (if you know of research on the subject, please let me know). I'm not advocating for disorganized approaches to teaching and learning. Some organization is obviously required. But we can organize with out wearing and educational theory straight jacket. As Dean Shareski states in I’m sure I’m doing it wrong: "Simple.  Meaningful.  Necessary.  Education has become very good at making the simple very complex.  That just seems wrong to me."]]></description>

          <description><![CDATA[Detroit Public Schools on Thursday issued a groundbreaking Request for Proposals, seeking experienced charter operators that have demonstrated an ability to meet rigorous standards for student achievement, including a 90 percent graduation rate and 75 percent of students passing reading and math tests, for 45 schools under the district's ambitious Renaissance 2012 plan.<br />
<br />
The DPS Renaissance 2012 transformation plan also includes upcoming board training for community leaders who would serve on the newly-created boards of the 45 schools and who will oversee the operations of the new charter schools.<br />
<br />
Successful operator proposers will be expected to turn around existing neighborhood schools and raise academic achievement, as measured by <br />
standardized test scores.<br />
<br />
Because DPS intends to launch a portfolio of turnaround charter schools by <br />
fall, DPS Renaissance 2012 will be carried out in two phases to draw experienced and proven operators.<br />
<br />
Thursday's initial Request for Proposals represents the first phase of this program, in which schools will be run by charters beginning with the 2011-2012 academic year. In the second phase, details of which will be released at a later date, DPS will seek operators to govern schools beginning with the 2012-2013 academic year.<br />
<br />
Qualified candidates for the first phase must have previously operated at least one charter school in Michigan for at least 3.5 years.<br />
<br />
The due date for proposals is Monday, May 2 at 5 p.m.<br />
<br />
"This Request for Proposals represents a transformative moment for DPS and Detroit," said Emergency Manager Robert Bobb. <br />
<br />
"We are seeking experienced charter operators with extremely high academic standards and proven outcomes, including a 90 percent graduation rate, to help us create a premier urban school system that includes a broad portfolio of successful school options serving the needs of all parents and students," Bobb said. "All facets of this proposal -- from the rigorous academic requirements for operators to the menu of services that we will offer to the qualifications for board candidates -- are designed to ensure a quality educational program that raises student achievement for every child in the selected schools."<br />
<br />
In addition to demonstration of at least a 90 percent graduation rate in an operator's existing school or schools, the district's rigorous expectations for charter proposers also includes demonstration of:<br />
<br />
-	A recognized model for academic quality;<br />
-	At least 75 percent of students demonstrate proficiency on state math <br />
exams;<br />
-	At least 75 percent proficiency on state reading exams;<br />
-	Experience in urban educational settings with more than 500 students; and<br />
-	Willingness to hold conversations with the communities surrounding each <br />
school.<br />
<br />
The charter schools also must provide continuity of appropriate services to special education students and will retain and service special needs children during and after turnaround.<br />
<br />
 DPS will serve as the charter authorizer for the turnaround schools and will monitor the schools for state and federal compliance, as well as adherence to academic goals and fiscal soundness. The district currently authorizes 9 charters.<br />
<br />
All turnaround DPS charter schools must align their curriculum to the Michigan Curriculum Framework, Detroit Public Schools Academic Plan and Common Core State Standards and be appropriate in relation to the school's educational goals.<br />
<br />
Because the district seeks operators who can turn around an existing neighborhood school, the operator must give priority enrollment to students currently enrolled in the school, as well as any students living within the neighborhood boundary throughout the term of the contract.  After neighborhood students have been offered enrollment, the charter school may recruit students from outside of the boundary.<br />
<br />
The charter school also must provide transportation to students who enroll, live within the neighborhood boundary and live more than ¾ of a mile from the school.<br />
<br />
The Request for Proposals is part of the DPS Renaissance 2012 plan, a transformative plan to radically restructure academically failing or low-enrollment schools and reduce operating costs by seeking local and national charter school operators for up to 45 of Detroit Public Schools' 141 schools. The 45 schools were selected because they were persistently-low performing, had high operations costs, had low enrollment or were good candidates for more autonomy. Eighteen schools have been identified for closure if a charter is not secured, and 27 would remain open if a charter operator is not secured.<br />
<br />
An evaluation process established by the district in partnership with the National Association of Charter School Authorizers will vet all responses with final decisions expected in June.<br />
<br />
To facilitate community involvement throughout the entire process, school community members and stakeholders will be solicited for input. <br />
<br />
DPS also is assembling a pool of candidates for positions on boards of directors for schools to be chartered under the Renaissance 2012 Initiative.  This pool of potential directors will receive training in boardsmanship and board responsibilities, including fiduciary responsibilities and the obligations of public office, and it is the intent of the District that this pool will furnish sufficient candidates to fill the boards of directors for academies to be chartered by the district.<br />
<br />
As public officials, board members set policy, are responsible for compliance with the charter contract and applicable laws, and help guide the ongoing vitality of the school, its staff and its students. Prior to executing an agreement with an educational service provider, the charter school board must perform sufficient due diligence to establish that the educational service provider has the appropriate financial resources, educational services, and managerial experience to provide the contracted services. DPS is working with the National Charter School Institute for the school board training to occur the last week of April.<br />
<br />
To ease a charter operators' ability to offer high quality services immediately and to support the school's educational program, DPS will offer a Menu of Services, which the operator can purchase.  Those include:<br />

-	 Facilities Maintenance and Grounds<br />
-	Transportation<br />
-	 Food Service<br />
-	Pupil Accounting<br />
-	Testing and Evaluation<br />
-	Title I Management<br />
-	Security<br />
-	Parental Involvement<br />
<br />
Charter schools will have the opportunity to lease or do lease purchases of the existing DPS buildings.<br />
<br />
Both the leases and the Menu of Services will have the added benefit of generating additional revenue for DPS.<br />
<br />
Charter school boards are not required to lease a district building as a condition of receiving an award of a charter.  However, charter schools must be located within the neighborhood boundary served by the school to be closed.<br />
<br />
As part of the overall process, bidders may identify a school or schools toward which they wish to direct their efforts, or they may request to be matched to a school or schools by the District. The operator also may be asked to consider providing services to additional, substitute or alternate schools as identified by the district or be given conditional approval to operate a school in 2012.<br />
<br />
The charter from DPS would be for a maximum term of 5 years.  The charter would be revocable in accordance with its terms and conditions, as set forth in the attached form of charter.<br />
<br />
A bidder's conference will be held Thursday, April 14, 2011 from 9 to 11 a.m. EST at Renaissance High School, 6565 W. Outer Drive, Detroit. In addition to the pre-bid conference, walk-throughs of the school will be available, by appointment, between 9 a.m. and 5 p.m. April 18-20.<br />

DPS Renaissance 2012 is a transformative plan to radically restructure many academically-failing schools and reduce operating costs by seeking local and national groups and charter school operators for 45 of DPS' 141 schools. The district's state-mandated Deficit Elimination Plan requires 70 schools to be closed over two years. Instead of closing 45 schools this fall, the district would authorize schools to be converted to charters, allowing many poor-performing schools to undergo an academic transformation and stay open.
